Oil rose as much as 7.8% after Russia’s energy minister said that OPEC and other producers may meet to discuss output. Then, OPEC delegates said no talks were planned and oil prices floated back down to earth. OPEC is comprised of countries that rely on oil to fund national budgets. So, low oil prices have resulted in national deficits and desperate times. Several countries would probably welcome production cuts that might lead to higher prices but then you have Iraq pumping like never before; and then add Iran to the mix.   Iran has put the finishing touches on a deal to buy over 100 Airbus passenger jets. Iranian President Hassan Rouhani is in Europe, trying to revive business ties. Rouhani visited Italy with a 120-member delegation of business leaders and cabinet ministers, signing a raft of deals. The shopping trip then moved to France to buy planes. Peugeot is also scheduled to meet with the group. All those planes and cars cost money. Iran will be adding to production, not cutting.  …

The slowdown stemmed mostly from the biggest drawdown in inventories in three years. Companies cut spending on structures such as oil platforms and commercial buildings. Even as businesses showed more caution, consumers continued to spend money at steady clip. Consumer spending, the single largest determinant of U.S economic growth, rose at a 3.2% annual pace following an even larger gain in the second quarter. Some parts of the economy are performing well; technology, health care, and finance are enjoying conditions that echo the booming 1990s or the housing bubble a decade ago. The energy sector is hurting and cutting jobs and closing down projects.   Shipping is a measure of the real economy. Shipments usually increase from August to September. They did this year too. The number of shipments in September inched up 1.7% from August, according to the Cass Freight Index. But the index was down 1.5% from an already lousy September last year, when shipments had …

The Institute for Supply Management said its manufacturing index dropped to 50.2% last month from 51.1% in August, reflecting a stronger dollar and weaker global economy that is hurting U.S. exports of many major American-made goods. That’s the weakest reading since May 2013, although any reading above 50 indicates growth.   The number of people who applied for unemployment benefits rose by 10,000 to 277,000 in the week ended Sept. 26, but initial claims remain extremely low in a sign of steady improvement of the labor market. The average of new claims over the past month, meanwhile, fell by 1,000 to seasonally adjusted 270,500. The level of new claims sank below 300,000 in early March and has remained there for 30 straight weeks, a feat last accomplished in 1973, when the nation’s working population was 40% smaller. Tomorrow morning is the monthly jobs report from the Labor Department.   Construction spending increased 0.7% in August, and gained 13.7% over 12 months. Residential construction rose 1.3%, while nonresidential construction grew 0.3%. Construction of lodging climbed 2.8% and has …
